Donald F. Terry

Donald F. Terry is a consultant in matters involving financial inclusion, particularly remittances and microfinance. Previously, he was the General Manager of the Multilateral Investment Fund (MIF) of the Inter-American Development Bank (IDB) from its inception in 1993 until 2008.  Mr. Terry is a leading expert and advocate for leveraging the potential of remittances as a development tool.  Mr. Terry consults with the World Bank, the International Youth Foundation, and the Inter-American Development Bank.  He is an adjunct professor at the Morin Center of Boston University Law School and an associate with Bendixen and Associates of Coral Gables, FL. Before joining the MIF, Mr. Terry served as Deputy Assistant Secretary of the Treasury for International Affairs. From 1982-1993, Mr. Terry served as Staff Director of three Congressional Committees.

The Multilateral Investment Fund designs projects whose aim is to improve the lives of millions of families throughout Latin America and the Caribbean. The MIF is now the region’s foremost grant-making program. The $1.8 billion Fund, which is sponsored by 38 donor countries, promotes broad-based economic growth and poverty alleviation through private sector development. Under Mr. Terry’s leadership, the MIF helped to transform Latin American microfinance into a commercially sustainable industry, which now reaches more than ten million clients, and serves as a model for the rest of the developing world.
